Tax Abatement for Seniors and Disabled

Recommendation:
RESOLUTION CREATING A LOCAL TAX ABATEMENT AS A SUPPLEMENTAL PROGRAM TO THE EXISTING CIRCUIT BREAKER PROGRAM
WHEREAS, some older and disabled residents of the Town of Groton face very serious financial hardships that may leave them unable to pay their real estate property taxes; and
WHEREAS, Connecticut law, at CGS § 12-170aa to -cc, requires the Town of Groton to participate in a state tax relief program, commonly called the ‘Circuit Breaker Program’, to aid these residents; and
WHEREAS, CGS § 12-170aa to -cc, sets an upper limit on tax relief of $1,000 for a single person and $1,250 for a married couple; and
WHEREAS, the Town Council, formed the Property Tax Abatement Study Committee to review the need for further aid, along with financial impacts; and
WHEREAS, the Property Tax Abatement Study Committee’s final report indicated that if the Town Council desired to increase aid, that they recommend the Town Council consider allowing up to an additional 50% of tax relief benefit, where this local option benefit would be addition to any existing “Circuit Breaker Program’ tax benefit to which the applicant has already qualified for; and
WHEREAS, the recommended program would be authorized by CGS § 12-129n as a new program to act as an addition to the Town’s Circuit Breaker Program; now, therefore, be it
RESOLVED, that the Town Council approves a local option tax relief program pursuant to CGS § 12-129n which is in addition to the State of Connecticut Circuit Breaker Program; thereby increasing the allowable maximum tax abatement for single taxpayers to $1,500, and to $1,875 for married taxpayers, subject to all other parameters, limits and requirements of the Circuit Breaker Program and CGS § 12-129n being followed.
