Groton SAIL Foundation - MOU

Recommendation:

RESOLUTION TO SUBMIT REQUEST TO THE STATE OF CONNECTICUT FOR THE PURCHASE OF RIGHT-OF-WAY ALONG ROUTE 117
WHEREAS, the Town of Groton and the City of Groton previously worked together through the USS Groton Sail Foundation to take custody of the sail and rudder of the former USS Groton (SSN-694) submarine; and
WHEREAS, the USS Groton Sail Foundation has, after an exhaustive search, requested that the USS Groton sail and rudder be placed along the approximately 70’ wide and 930’ long Connecticut Department of Transportation Right-of-Way located adjacent to the Town’s Senior Center/Library property on Route 117, as the focal point of a larger monument to the USS Groton, the US Navy, Naval Submarine Base New London, and Electric Boat, and have additionally requested the Town to seek ownership of said land; and
WHEREAS, the Town of Groton does find the requested location of the USS Groton sail and rudder to be appropriate and further share the desire of supporting our local submarine industry; now, therefore, be it
RESOLVED, that the Town of Groton does approve the Memorandum of Understanding with the USS Groton Sail Foundation for purchase of land and maintenance for a Groton Sail Monument, along with the associated Temporary Easement; and, further be it
RESOLVED, that the Town of Groton does approve authorize the Town Manager to seek purchase of the property after receipt of funding from the USS Groton Sail Foundation and approval from the Representative Town Meeting.
